On October 8, 2003, in Washington DC, the USPS issued this Semi-Postal stamp called "Stop Family Violence”. The picture on the stamp was drawn by a child, and it shows a distressed woman. Monique Blais, the child who drew the picture, is a six-year-old girl. This new stamp was intended to help raise awareness about family violence. Nearly one-third of American women are abused by a husband or boyfriend at some point in their lives. Many women are injured very badly by an abusive person. In fact, more than three women in the U.S. are killed everyday by a husband or boyfriend. Unfortunately, many children see the violence that happens in their homes. At the time of issuance the price was 45 cents. It's called a semi-postal, because it can be used for First-Class postage on a one-ounce letter. The cost of mailing a one-ounce letter is 37 cents. So where does the extra 8 cents per stamp go? It's considered a charitable contribution The money raised from the stamps will go to the Department of Health and Human Services. Hopefully the stamp will remind people about the terrible family violence that occurs everyday in the U.S.
