This 3-pin female fan connector kit allows you to create your own fan power cord.
Traditionally, these connectors are used to connect directly to the receiving end of the fan. The fan can be 2 pin or 3 pin, depending on whether you need it, or it has a third pin, which is responsible for sending RPM signals to the motherboard.
