Because of the production load voltage design, the voltage will be higher when measured with no load. The electricity in different cities is not uniform. When the city electricity is 236V, the measured voltage is 18V and the voltage measured with no load is 23.2V. When the city electricity is 12V, the voltage measured with no load is 15.6V.
